GISD board approves agreements with Cannon, Starling

Following a public hearing regarding the district’s consideration of solar agreements on Monday, the GISD board called its regular meeting to order.

Gonzales Youth Soccer League director Jesse Elizondo spoke during public comments on the benefits of adding junior high school soccer, including future positive outcomes for academics and scholarships.

Savannah Bland addressed GISD board during public comments to express her concerns about solar projects in Gonzales County. Bland said solar panels would create eyesores and negative impacts for agriculture and that she believed companies seeking to install solar plants in Gonzales County would exploit the community.   

CPA Preston Singleton reported the year’s revenue exceeded expenditures by $3.1M. GISD board members approved the Annual Financial and Compliance Report for the fiscal year that ended on Aug. 31, 2021. 

An update was provided on behalf of the Long-Range Facility Planning Committee of 132 committee members who have met over the past 8 months to determine district priorities and make recommendations for improvements. The committee discussed the benefits of adding a new high school campus, a plan the members suggested would improve all campuses over the next 15-20 years. 

Board findings were approved under the Texas Economic Development Act related to the Application for Limitation on Appraised Value of Property for School District Maintenance and Operation Taxes from Cannon Solar, LLC. Trustees acknowledged a conflict of interest and approved an agreement for a Limitation on Appraised Value of Property for School District Maintenance and Operation Taxes with Cannon Solar, LLC. 

Board findings were approved under the Texas Economic Development Act related to the Application for Limitation on Appraised Value of Property for School District Maintenance and Operation Taxes from Starling Solar, LLC. A Resolution of the Board of Trustees was approved, designating the Starling Solar Reinvestment Zone. The members approved an agreement for a Limitation on Appraised Value of Property for School District Maintenance and Operation Taxes with Starling Solar, LLC. 

Representatives were accepted for the Lone Star Investment Pool. The Annual Investment Report and a Resolution Related to Review of Investment Policy and Investment Strategies were approved. 

Findings of Fact Regarding Political Boundaries of Gonzales ISD were approved. 

The trustees considered and approved a revision to the District Compensation Plan to allow ACE instructors to be paid $50 per hour as long as funds are available. 

The board approved an interlocal contract with the Texas Comptroller of Public Accounts and State Energy Conservation Office for an Interior LED Lighting Retrofit Schools Program.

TASB Board Policy Update 118 was accepted.

A report on the FCCLA Region was given by student Lisbet Alvarez.
